MUNA BUSAILAH

Muna Busailah is a police law and litigation specialist and represents federal, state, and local officers and agents in civil, criminal, administrative, and appellate matters in state and federal courts. She has practiced in this specialty since 1993. She is also admitted as a Solicitor to the rolls of the Law Society for the Supreme Court of England and Wales.

She has handled pre-trial and trial work in a variety of state and federal civil rights cases involving use of force, police canine, federal prison conditions, and other police misconduct matters. She also regularly responds to major incidents and officer-involved shooting cases throughout southern California.

Muna Busailah joined Michael P. Stone in 1993 in the third “Rodney King” trial. Since that time, she has partnered with him on every major high profile police practices case Stone Busailah, LLP has handled, including the “Margaret Mitchell shooting” (LAPD Officer Edward Larrigan shot and killed homeless woman with shopping cart), the “Devin Brown shooting” (LAPD Officer Steven Garcia shot and killed unarmed Devin Brown, a 13-year-old driver of a stolen car at the end of a pursuit), the “Dan Riter Murder Trial” (District Attorney Investigator Dan Riter indicted for murder in on-duty shooting of fleeing felon during attempted warrant service), and the “Hirschfield shooting” (San Diego police officer shot and killed semi-nude male exotic dancer after rescuing him from a deep-water navigation channel when he attacked the two officers on the rescue boat).

Muna Busailah is a panel attorney for the Los Angeles Police Protective League, PORAC Legal Defense Fund, Association for Los Angeles Deputy Sheriffs, and a contract attorney for the City of Los Angeles (police, tort and civil rights), and the U.S. Department of Justice, Civil Division, Torts Branch, Washington, D.C. She has been a shareholder in Michael P. Stone, P.C., lawyers since 1994, and has worked alongside Michael P. Stone in the Rodney King Trials, the Tracy Watson Cases, and the Rampart Corruption Cases, among many others.

She is currently the Assistant General Counsel for the Riverside Sheriffs’ Association and the Riverside Sheriffs’ Association, Legal Defense Trust.  In addition to the primary practice of representing federal, state and local law enforcement members, she also represents clients in business-related matters. She completed the City of Los Angeles Mediation Training, a 40-hour program, and also completed 40 hours of training for AICC Level 1 conformance.

She maintains professional affiliations with several organizations including the International Association of Chiefs of Police, Los Angeles Police Historical Society, Arab-American Lawyers Association, L.A. County Bar Association Labor and Employment Law Section, Association of Workplace Investigators, and Women Peace Officers’ Association of California. Muna Busailah is certified as a Force Science Analyst and a LAPD Specialist Volunteer, currently assigned to the Mounted Unit. She also regularly collaborates with Michael P. Stone in training programs and bulletins for law enforcement personnel.
